Cambodia, Thailand Forge Ahead on Border Demarcation, Embrace New Technology

CHANTHABURI, Thailand (Oct. 23, 2025) – The Cambodian and Thai Joint Commission on Demarcation for Land Boundary (JBC) convened a special meeting in Chanthaburi, Thailand, from October 21-22, 2025, to advance efforts in demarcating their shared border. The meeting was held in an atmosphere of friendship and cordiality, according to a joint press statement released following the discussions.

The Cambodian delegation was led by Mr. Lam Chea, Minister in charge of the State Secretariat of Border Affairs, while the Thai delegation was headed by  Mr. Prasas Prasasvinitchai, Advisor to the Ministry of Foreign Affairs. Both served as co-chairmen of their respective sides of the JBC.

Key outcomes of the meeting included:

  • Agreement to assign the Joint Technical Sub-Committee (JTSC) to replace 15 boundary pillars at locations agreed upon by both sides.
  • Agreement to replace three boundary pillars submerged in water at a location to be determined.
  • Agreement to accelerate the revision of Terms of Reference (TOR) 2003, utilizing new technologies such as LiDAR (Light Detection and Ranging) to expedite survey and demarcation work.
  • Agreement to finalize the Technical Instruction (TI) for joint survey and emplacement of temporary markers for priority terrain segments from Boundary Pillars No. 42 to 47, located in the area of Chouk Chey-Nong Chan Village and Prey Chan-Nong Ya Kaeo Village.

Following the survey and emplacement of temporary markers, both governments will consult on appropriate mechanisms for the adjustment of land occupation on both sides. The statement emphasized that the emplacement of temporary markers is for survey purposes only and will not prejudice the international boundary.

Both sides also agreed to impress upon local authorities, both military and civilian, the importance of ensuring the safety of the Joint Survey Team and to refrain from any act of provocation that could create further tension in the area. They also committed to ensuring the team's safety from landmines, pursuant to the Article 3 of the Memorandum of Understanding (MOU) 2000.

The next meeting of the JBC is scheduled to take place in the first week of January 2026 in Siem Reap, Cambodia. The continued dialogue underscores both nations' commitment to peacefully resolving border demarcation issues and fostering stability in the region.
